First, in the last couple months, someone posted a link to an article (might have been a Pfitz lab report) regarding stretches for the IT band.  I can't seem to find it and could use some help. 

Second,  is soreness in that area always indicative of a major problem?  Or can you experience soreness similar to any other area?

lots of others... I try and do them right before I go to bed, a few times during the day (like when I'm waiting for my tea to heat up in the microwave) and during my run with my dog first thing in the AM (while she sniffs, etc)

also be careful not to run in only one direction on the track, or on a cambered road
most common & easiest treated running issue...
