As with Steve, I'm an outdoor runner. Honestly, I can't offer much to spice up treadmill workouts. I haven't found it. I find treadmill runs to be mind-numbing, mundane, tedious experiences that I avoid at all cost. If anyone else has suggestions, I look forward to reading them.
To add to what Steve said about running outdoors, a few more thoughts.
If you dress right and get good gear, it doesn't have to be unpleasant. Sure, the good gear is expensive but it's less expensive in the long run than buying a treadmill or getting a gym membership.
On handling the wind, changing direction often is a good tactic. I would say that you should try to start generally into the wind so you can return generally, if not completely, with the wind. Also, if you're not changing direction often, start into the wind so you can return with. Personally, I run through subdivisions when running from work and I can just go up one block and down the next, zigzagging through. When running from home, I tend to run a straight out and back but I always start into the wind and return with.
I think the worst possible weather (and I've run in some bad stuff) is 35 with wind and rain. If you dress for it, though, it's really only bad for 5-10 minutes until you warm up. Once you're warmed up, it can be kind of fun.
