I dont have any facts to back me up, but I dont think too much rest can ever be a problem 😀 Unless your resting when you should be running. Time of day might matter more as you get closer to your goal race, so for a week or two before your goal, I would try to run at the same time as your race. If nothing else, its helps me be mentally ready to race at the right time of day.
